Unfortunately , that seems to be the case with most racism. Whether it has morphed into a caste system, classism, sexism, or any of the other isms, racism does seem to be immortal. It has been around since the early days of mankind in one form or another. It really comes down to one group/set of peoples' need to dominate and feel superior, control and to lord over anyone who does not fit their ideals of who should be allowed in said group.
